Always, although you sensei may disapprove. It is primarily popular with women who will sometimes go for a japanese flag aesthetic with a red do-dai. It is also used by specialized kendo clubs e.g. the Musashi-kai to identify their members. Most of us wear blue because it is our technique which we want to stand out rather than our kendogi. White is also a pain to care for since it collects blue dye from our bogi and our opponents shinai.
