I remember the footage of those two guys in the kayak when it was first broadcast. They had sandbags protecting the May Co and most of the valley was underwater. There was a video showing the 18th hole of the Mission Valley Golf Course, which was the highest point, with about three feet of the pole sticking out of the water. I laugh at all the new people moving in, buying condo's in the valley.

I remember saying this was stupid back in the 1960's and again when they started putting apartments down there. After all, the missionaries knew this when they moved the SD mission up on the hill after the original building down by the riverbed.

Even back then reporters didn't understand the meaning of a 50-year flood. It simply means there is a 2% chance of that level of flood occurring in any given year. From the MN DNR website: One of the more misleading phrases used in meteorology and hydrology is 100-year storm. The phrase implies that an intense rainstorm dubbed as an 100-year event, dropped rainfall totals heretofore unseen for 100 years, and not to be experienced again for another century. This is a logical, but incorrect conclusion to draw from the phrase. More precisely worded, a 100-year storm drops rainfall totals that have a one percent probability of occurring at that location in any year. Encountering a 100-year storm on one day does nothing to change the probability of receiving the same amount of precipitation the very next day. A better way to describe these unusual events is to refer to a one percent probability storm. However, the momentum created by repeated usage over time will assure that 100-year storm will remain in the public and scientific lexicon. Intense rainfall events are often geographically isolated. Therefore, increased population density, improved precipitation monitoring networks, and radar-based precipitation estimation have increased the likelihood of capturing (measuring) heavy rain events. Also, improved communication allows for faster and more complete transfer of weather information. When the neighboring county is walloped by a 100-year storm, we hear about it quickly. Invariably we will vicariously "experience" the event and wonder why 100-year storms seem to be occurring every other week!

So, they can't justify the cost of building roads above the river and above flood stages, but allow the entire valley to be built end-to-end. "Sorry, suckers, get some rain boots and a dehumidifier." The city planners of San Diego ignored everything about the natural landscape of that area. It used to be only for grazing cattle.
