MLC,s are elected by 1/3rd by MLA's 1/3rd by local Jodie's 1/12th by Teachers 1/12th by Graduates ( after 3 yrs graduate complete) and 1/6th Nominated by Governor And strength of MLC's is defends on strength of MLA's. Minimum strength is 1/3rd of total strength of MLA's And presently in India 6 states have Bicameralism they are 1.Telangana. 2.Andhra Pradesh. 3.Uttarpradesh. 4.Bihar. 5.Maharastra. 6.Karnataka.
