i don't know how it works in zimbabwe. in the u.s., a local government can place expectations on developers - putting in sidewalks that are accessible for wheelchair/strollers, planting trees, etc. the developers will only do as much as they are expected to by the local governemtn and the consumer. they probably don't think the zimbabwe govt or the consumer have high enough expectations to demand certain things.
