This is an interesting one: Toby originally meant to make Sans this tall, but ended up deciding later that it worked better if there was more of a height disparity between him and Papyrus as a thematic mirror to their brotherly relationship. Rather than needing to redo all the sprites from scratch he just shrunk them down to save on time.

To add to this Tobey wanted sans to be a gentle giant but because there were already so many tall characters (asgore ,undyne, toriel, papyrus) he thought that their sprites were too similar and needed some variety at least for the early parts , because later on we meet alphys another short character

@Undyne yeah, some confusing unexplained controversy happened between it and horror tale, all we know is undertomb used to also be called horrortale before the horrotale thats commonly known today took over. undertomb was the same basic premise of horrortale but instead of being "oohh sans but with blood" the characters were these intimidating towering figures carrying lanterns, sans and papyrus are the only designs I can say are actually a part of tomb since the naming crap we can't tell which designs are for undertomb (the og horrortale) or the horrortale by sourapplestudios.

One of the interesting thing about all this is the famitsu interview in 2020, where he revealed he originally wanted to make Sans the tall one and papyrus the little one, because Sans is the older brother, but thought it'd be funnier if it was the other way around. He also had a Famitsu Column in 2019 apparently that also reflects this.

this is actually confirmed to be a glitch. In the "Famitsu Column" series in 2019, Toby Fox stated (paraphrased) "Sans was actually meant to be the tall one and Papyrus was meant to be shorted, subverting the 'big tall dumb goon' trope as Sans is actually quite knowledgeable. However, when I started playtesting the game I accidentally switched the height values for Papyrus and Sans, but I liked it so much I decided to keep it as is." So not only is Sans tall, but Papyrus is actually SHORT!

Sakurai has actually once found about this when he was looking for a good design while making the model for sans's mii fighter costume. And actually looking up the code of SSBU, there is a scrapped taller design of the costume deep within the files that is only possible to recreate by making your mii the tallest height it can be. Even if is not exactly the height he is in the files, they are both similar to eachother.

Never thought someone would properly restore his tall sprite! This has been a whispered discussion for a while now in the community and nobody has properly tried to restore the tall sprite until now! It all started when people found those hidden cut scenes of sans interacting with his lamp! Although they were very broken and didn't even play his hand animation. However it's nice to see what was intended in full! Tall Sans was going to be revealed in that one book Toby made however instead kept it a mysterious scratched out drawing that some theorized to be Gaster. There is an explainable theory. Sans uses tricks of the mirror to appear smaller than his brother to help boost Papyrus' ego more. By convincing everyone he's the smaller one, he makes Papyrus seem more grander. He's just being a good big brother by making sure The great Papyrus takes center stage. It's why he goes to Grillby's so much, he can be his normal tall self around others on his own. And the rest of Snowdin is on this out of respect for Sans' dedication as he is brother goals. Undyne and the rest of Monsterkind are not in on this though. Somehow he is able to trick Alphys recording equipment too.

Short sans is honestly more intimidating and his nimble dodging ability makes more sense if he’s shorter and therefore has less weight overall. I always imagined him as this behemoth of a magic user, but in a small menacing package. Despite his size and disposition, he can keep a room or corridor secure with sheer force of will. Fun fact: Toby Fox featured a short teaser for undertale on his twitter during early development, and you can actually see an unchanged sprite of tall sans in a picture frame. He and papyrus stood at the exact same height in the picture. Sadly the tweet was deleted a short time later for unknown reasons

It really is interesting how the whole Sans lore just revolves around him losing 3 feet of himself with Gaster in the CORE, shrinking down to his actual size. The badge in his lab proves that he used to wear big accessories when he was tall, but simply dropped things like the badge for it would now seem disproportionate. And how could I forget the picture in same lab that describes 3 tall people, though Sans would clearly be on it ? Consider also that back in Snowdin, Papyrus made the bars of the gate too wide to stop anyone the size of the human, but what better model could he have had back in the day, than his very brother who was, as Lumpy shows, too wide to fit though even normal-sized frames ? There are also the references in his dialogue, about how the human should face the *size* of their consequences, or how he wasn’t *up* to the task of raising Papyrus in his youth. There is even his mention about how he used to be nothing but an *extra* in other peoples’ lives, clearly referring to the “extra big” size of clothes. Clearly all of this has been right under our noses this entire time. Thank you Lumpy for finally putting an end to these 7 painful years of doubt.

There’s actually a funny story behind this. Originally Tall Sans WAS actually meant to be left in the game, but only show up at certain Fun values, just to mess with people. But, since back then there were way too many events tied behind way too many Fun values, Toby Fox had to cut most of them out of them out of the game (It’s also why Gaster is so much of a mystery. Originally they had a larger presence in some of those deleted values, so they ended up as this ever present mystery mostly by accident when they were really more of a joke character originally). So, Tall Sans was scrubbed from the game entirely, although there are trace references to his original height still in there as an homage to what could have been, in addition to a move referencing it in the chronological (and unofficial) sequel, Undertale 2: Revenge of the Robots.

Fun fact, back when Undertale was first being developed Temmie Chang (one of the lead animators) posted a small gif of a skeleton in a blue hoodie which looked almost exactly like current day Sans except MUCH taller. However, that gif/video has since been deleted and is basically impossible to find now due to Undertale not even being known at the time. Thus no archives exist.

In 2014, while Undertale was still relatively unknown, Toby actually tweeted that Sans is significantly taller than "the human kid" (presumably Frisk) but that he couldn't think of a way to reflect that in their sprites.
