Having worked in a lot of corporate IT environments, it's more typical to get 8 digit max lengths, but even though they allow alphanumeric and some symbols, they have so many restrictions on what must and can't be in the password that it massively shrinks the potential entropy. They'd be much better off just ramping up the minimum length to 16+,removing any max length, and _maybe_ having some basic entropy checks, but I have never felt like I've understood why they make the security decisions they do, particularly why any system would have a maximum password length these days.
