problem solved.... this scanner definitely needs to be above 11V to work... I recommend to jump the vehicle to get the voltage above 12V... it worked right away!!!

Did you not have to have your vehicles VIN number programmed into the used salvage yard ecm? Also, could you tell me if its able to program a 2004 Nissan Quest. Ive had a recent ecm replacement and my keys need to be programmed. Thanks for any insight you can provide.
