@@MattPawlowski Yeah that's partially because the funniest skits they wrote when he was on the show always involved him. Plus a few of the writers actually tried to get him to break. They used to change the prompter right before Stephan skits purposely to get him to break. I think it was mostly Mulaney.

He's doing it because he's memorised - or tried to nemorise - the entire script for the skit. So what he's doing is, cueing himself up by mouthing Barkley's lines: he knows what comes before, so he won't forget what to say next. He does glance at the cue cards occasionally but not often. So, yeah, that's the explanation for why he's mouthing Barkley's lines.
