The + sign indicates it is a stainless blade. Based on the blade (no sharpening choil) I would guess it's 70s- 80s vintage. I've never seen covers like that. They did make a number of variations of that knife. I'd guess it was a special run of some sort.

The SC in the tang stamp might mean Schrade Custom. Maybe they had extra covers left after the special presidents run of knives and put tbem out later. Not sure.

I don't think there's any way to date these knives by year of manufacture and as someone has already said the + designates stainless.
