I don't think they handed the armor to him, but also I watched the two versions of the anime and although it's different from the stories, but the movie is based on the Knights of the Zodiac anime not the Saint Seiya anime. Seiya has to become worthy of the armor.

Knights of the zodiac , it is the live action adaptation of the anime Knights of the zodiac ( saint seiya in Japan) I recommend to watch better the original anime, because this movie is a nightmare for the fans of the original.
