In the beginning of the movie, it was implied that megamind was meant to be the hero to begin with. But Metroman forced himself into the role. He was never meant to be a hero in the first place and it was also implied again that Megamind wanted to be good but understood that the best thing he could do was give people hope as the villain that could never win. Truth is, given his technology, he could have come up with a way to really kill Metroman if he actually wanted to. He created a way to give someone Metroman’s powers. He could have given them to himself anytime. That plus his intellect, he would have been 10 times more OP. Think Lex Luther with Superman’s powers.

He accidentally gave them to someone that shouldn't have had them but he could have done that anytime and gave those powers to himself. So if this happened, physical powers would be irrelevant,, And since Megamind is a genius (although super clumsy), arguably, he is more powerful if we consider that powers are not exclusive to Metroman.
