I think the issue is the helicopter was past its safe maximum and could barely take the soldiers as is. Dunno how much gear they could viably drop besides their guns whilst keeping their CBRN equipment properly sealed, but it might have been enough for the kid, at the cost of a lot of time and risk to the troops.

Yes and no, the crowd had already been offically declared dead, no one was going to be allowed passed the wall. The incompetent part was going out at all, should have stayed at or behind the line and ignored the inflected unless he tried to get beyond the wire.
