Hagai, no because chrome surfaces do not show matte surface value changes. This is why it's actually the easiest reflective surface to render, no Fresnel effect to worry about.

Somewhat. The book is much more comprehensive. My 3 drawing DVDs are like 2 or 3 of the 10 chapters in the book. I think the book does a better job of explaining the techniques and thought that goes into design drawing.
