I like how Batman recognizes that Able's abilities set him set him apart enough that he knows he must take lethal measures. Like with Solomon Grundy or Clayface, actions that would merely take them down would be lethal to others. But all three of their abilities to not truly die means that lethal measures are required without compromising Batman's core morality.

Isn't Abel a bullet-timer? I also don't recall him having any Kryptonite-like specific weakness, other than been overwhelmed with firepower and/or environmental hazard. Even before he got a super soldier serum, he was an elite soldier and mercenary with experiance in advanced weaponry, so because he's got such a balanced skillset, Batman often loses 1v1 encounters with him. He's a Batman and Titans villain, and when he has the Ixion armor, he's a Wonder Woman villain, often mocking her for her outdated military tactics. Able may be deadlier in close combat then Slade, but Slade's way smarter.

Bit of a weird one. Not sure if the Foundation would even want to kill Batman (he's really not that strong compared to them, all things considered, so might not be worth the effort in their opinion), and even if they did want to kill him, I doubt they'd send Able to do it. They already have some bad experience with sending Able on missions, it's unlikely they'd want to repeat that and risk Able going rogue, which would push the entirety of Gotham into complete chaos and destruction. Most likely they'd rather spend some years studying him and his behaviour and then attack him either in his sleep or in some other moment where he isn't prepared for their attack. No security is impenetrable, so they'd find a way to get him eventually.
