My brother is going through the same thing in his neighborhood in California. My parents bought that house in 1964 and it was like the neighborhood in The Sandlot. Now there are motorhomes parking in front of the houses and throwing out a piece of astroturf and calling it home. They leave garbage behind or throw it in the sewer drain. The neighbors have banded together and contacted the police who say there is nothing they can do. So heartbreaking.

I shut my scum bag land lord down for a year and a half and cost him thousands of dollars. With all the repairs, no repair, water partially working, mold, heat partially working of an inhabitable terrible rental house I was renting. I had enough and stood up. The thing that made me do something the landlord said he was going to sue me. That was his mistake and I had to protect myself. My land lord didn't sue me but I acted and I shut him down for a long time! The officals will have to act as long as they sign the certified mail with a receipt you send them. Send all the certified mail with a receipt at the same time. Pictures, dates, times of problems. Camp, trespassing, break ins, vandalism, needles, trash, loud noises 24-7 and more. Document with pictures, video, dates and times. These people are mostly all on drugs criminals and felons. Send the certified mail with receipts to the mayor, assistant mayor, city manager, TV News, city council, governor, city police, county police and anyone you can think of that might be liable. THEY HAVE TO ACT OR THEY CAN BE HELD LEGALLY ACCOUNTABLE IN A COURT OF LAW. NOT MUCH ELSE WILL WORK. EVEN WORSE THE CIRY OFFICALS ARE MAKING MONEY ON THE HOMELESS. YOU CAN ALSO FOIA - Freedom of Information Act what's being done after you send the certified mail with a receipt to city and county officals. Give them all time to act after the sign certified mail. You can remain anonymous by sending it from a UPS or USPS Mail Box. Cover all the areas of the problems. Someone who you send the letters to has to act or they can all be held legally accountable in a court of law. Certified mail with a receipt is a legal document that puts someone on written legal notice. It's serious and can be used to hold a dead beat liable in a court of law if you want to go that far. Because if they sign certified mail with a receipt they can't say they didn't know about it later!!! Or you neighbors can pay these thugs on drugs cash to move if all else fails. Or get together with the neighborhood and let the fur fly!!! If nothing else works. Also after they sign the certified mail with a receipt post it on line so all can join the law suit. The city has made this a unlivable humanitarian unsafe dangerous and deadly place to live. Good luck time you take back your home and neighbor hood today. Trust me it will get way worse if you don't do anything. Your dealing with mostly broke homeless hard core drug addicts that are desperate fellon law breaking criminals. Cities can only handle a base population of homeless. There’s a breaking point in every society no matter who runs it. In 2020 after Black Lives Matter buses and busses of homeless were shipped here from places like Florida Texas Arkansas etc. they paid their homeless 200$ and a free bus ride out, and sent them here. We had homeless before, but it is totally unmanageable now. If we’re going to be angry at someone how about we get mad at the Sackler family and big pharmaceutical for intentionally addicting as many people as possible so they could be the biggest drug dealers in the country. None of them went to jail. 5 billion dollar punishment doesn’t compare to the 250 billion dollars it made in profits. Portland used to be such a fun and interesting place. We spent a lot of summers there over the years, Brewfest and Bluesfest at the riverfront park, it was great. We would walk all over the area, enjoy the food, open markets, food trucks, art and music. That all ended around ten years ago, our daughter had enough of the changes and moved her family to be near us in NC and it's great. Her step son still lives in the area but NEVER goes near Portland anymore and is now actively looking for a place here in NC. What's happened to Portland is sad, but very, VERY predictable.

The have nots are down on their luck temporarily and are amenable to assistance. The can nots, disabled and so on, we should help just out of decency. The will nots have the right to live as they please, but not at the expense of the rest of us. Each individual jurisdiction has the choice, but rarely the political will to tell them, “Not in our town.” Until Portland summons the political will to do that, they’ll keep getting what they voted for, good and hard.

I was compassionate and altruistic, until I was affected. Burglary, multiple attempted burglary afterward, and homeless camps at the park (this park was next to my home), them starting a fire at the base of the trees multiple times (against my fence). I dialed 911 multiple times when I lived out at Oregon and problem never got solved. Actually, problem was getting worst. I had a beautiful yard, but was not able to enjoy my yard due to fear of them watching me. I suffered for 4 years as it took long time for someone to buy my home. Now, I say, I come before you, and go get your self a job and earn your own keeps.

I live in se Portland on division and it's a 55 and older community. Now they have to go past all this kinda garbage and it's not safe at all. These bums had better be careful cause alot of these old people are packing and won't stand for this crap.
