No was never meant that way, in the uncensored workprint version there is not even this scene in, in the workprint boris can escape they later changed it.

No it wasnt it was cut from the theatre cut and is still not present in any version you can buy. It was censored because of MPAA and BBFC the rating would not be PG-13 and 12 if they would let that scene in (also some other scenes) there is a workprint with that scenes but only a few people has it.

Little resume: in 1945, Lienz Cossacks were betrayed by UK and many of them committed suicide. Alec's parents were some of them. The governement thought he would forget and coud serve but he didn't and prepared his vengeance. He betrayed the English governement but not Bond, even proposing him to join his side, which Bond refused because he wanted to remain her Majesty's fox-terrier.

British government sent his parents back to Russia because the parents were Lienz Cossacks (Russians who outright hated Communism. The Cossacks worked with the Nazis then defected to the British during WWII). Out of survivor's guilt, Daddy Trevelyan killed himself and his wife, leaving 006 orphaned.
