The Best way to choose that 300/300 skill is entering 1st job, and do a couple of 1st job skill pool draws, as in 1st job skill pool u still get your base class skills. from there u then decide again what skill to choose to start off your 1st job journey..

To trigger the lucky crt, both critical and determination have to proc simultaneously in one target. hope this helps.
