That's normally correct - however bubbles increase your fishing zone by one, making it so that instead of zone 3 water he is fishing in zone 4 water. And you can catch the legend in zone 4 or 5 water

However, to actually unlock it, you must 1: Enter Pelican Town from the bus stop 2: Enter Pelican Town between 8am and 1pm 3: Enter Pelican Town on a non-rainy day If any of the three categories are not met, you don't get the cutscene As a bonus, if you're in a multiplayer game, only the host can activate the cutscene, farmhands cannot
