If I were you I would have done the 1st turn as follows: I would have assigned only to Imperial propaganda since Naboo was loyal. Tagge to Mon Cal, after Infiltration, then I would've let Trade relations succeed. Emperor to subjugate Kashyyyk or Ord Mantell. See where Mothma builds alliance, then Propaganda on Sullust. They wouldn't have had a sinlge Mon Cal cruiser. 13:46 Why would Madine do Leia's mission when she's available with 2 successes? 54:47 Why was Mothma rescued when there's still an imperial unit in the system? Retreating does not set the captured leader free, you just cannot bring her with you. It didn't happen, just in theory: I think you cannot play Track them after you retreated, unless you have multiple leaders in the combat's system. You can use that card after an enemy unit retreats from combat. If you do that with a lone leader, there're no more leaders for you to retreat with.

If Imps let trade relations succeed, Rebels get a Mon Cal automatically from that. And if Mothma ends up going for Mustafar or Toydaria, Propaganda is useless versus those areas since there is no Imperial system in those regions. Lastly, if Rebels open with infiltrate in Sullust, Dodonna can block Propaganda. Lots go wrong letting Trade Relations succeed. I think @Wombat did the best play possible given that he had taken Motti.

@@DoobsDoesKZbin Gee, I must have mistaken the card's effect then. I was under the impression that it gives 1 loyalty in 2 system within the same region. It would not matter where Mothma built alliance, because (as I imagined) all 3 systems in Sullust's region would become neutral thanks to Propaganda. The rebels would not try another loyalty mission where they already have all of them. But as it happens, the searched mission was not what I first thought of. As a little addendum, I never use Leia's action card during the 1st turn.
