It facilitate the reaming of the sleeve. Otherwise the tool will be close to the chainring, making it hard to ream straight. Busting knuckles on a chainring is no fun either. It is just easier to get the crank out of the way.

Don't know of any other frame builder who cannot ensure that a seat tube accepts the specified seat post without a shim. Such poor QC for a ludicrously exensive bike!
