Hi, How do I set up a annotative scale where my model space drawing is in mm and paper space is in inches. I want to create a viewport having scale of 1:1000 on a paperspace with page size 11" x 17". I tried many permutation and combination to avail. I am using AutoCAD 2018.

You need to create a new drawing with Template as "ACAD ISO".
