A lot of people don't understand that being a security officer in many ways is tougher than being a cop, DEPENDING ON WHERE YOU WORK! Each state has different laws but the rule of thumb is you observe, report and if need be protect property within the area you're licensed to protect...doing so is a gamble so management in many cases would really rather you just call the cops and sit tight as they can be sued if you're under their insurance. Having said that, they really want you to keep the riff raff out too and if you don't show results you're gone...they can't afford to keep full time police officers on post at the mall because they'd have to pay a salary comparable to what they make on the force or more! They'd also have to take out higher insurance so armed guards is usually their best option for deterrence though it still adds to insurance but at least their salaries aren't as high so it balances out. Back in the day a security officer had most of the same abilities that a cop did, they were afforded a much similar qualified immunity status until the federal government got into it...it is because of the FBI's history and Hoover's push for complete reform of law enforcement nation wide that the powers of police were redefined on the books...they became a bit more professional but the law gave them more reach into building cases while security officers didn't evolve much...they ended up getting the reputation of renta cops and "wanta be" police but without them police response times to the locations they protect would be almost non existent and there would be no employed "witness" to say what happened.
