Just keep it as a fountain... maybe make a Koi pond that it can sit inside. It's very peaceful.

acetic acid aka vinegar definitely can act as a solvent and free up some of the build-up I would think!

Why not try some CLR cleaner.

I normally use Evap-o-rust. For this I chose vinegar because it is inexpensive and I was going to need several gallons.
