Yeah you can core georgia if you unite Azeri Diaspora ik, but still it is like 89M, and yeah, tons of states get modifiers but not cored, if they would be cored, Turan would easily win, you get modifiers on Mongolia, Finland, Bulgaria, Hungary and most importanty Xibei San Ma, mountanous parts of China and even parts of Shanxhi and Manchukuo and whole Mengkukuo, because mongols
