Very simple why the ball skids it is lack of friction, the tables have less nap and are very smooth and fast so it is like playing on an ice rink

It's actually so old (by 'Merican English standards) and ubiquitous that no one knows the exact source. But it started in restaurants to refer to a food item no longer being available ("86 the fish special") or in bars when a bartender would refer to a customer they're cutting off and need to leave ("Hey bouncer. 86 this drunk")
