It is a collective effort of the entire ICC should they want to try a head of state for international war crimes.lol What the hell are you blabbering about; a sovereign state is separate from its HEAD. I don't think you haven't grasped the concept of having the Hague to begin with. Asserting that the world is "full of conflicts of interest" is the VERY same mentality why your country has been 3rd world surpassed by thy neighbors Singapore, Malaysia among others.
