He became a "Wayward soul" due to the events of FF5. I don't recall him saying anything like that. However, the music that begins playing in this scene is from when you first fight him, I think.

Yes. The music is a new arrangement of the theme that plays in the original Final Fantasy V, “Battle at the Big Bridge”. In some other places it’s called “Battle with Gilgamesh”.

He appears across several final fantasies actually. In FF5 Bart’s knocks him basically into a portal which has sent this guy across time and he appears in various games as a cool Easter egg nod to old games as well as he’s just an eccentric character and always a fun boss!
