I recommend watching my three videos about balance and to check the balance of your racket as in this video. Of course, if there are no serious mistakes in the technique of strokes.

Is it legal? ITTF allows this in competition?

Yes, it is legal. The rules say that the blade must be 85% natural wood. And there are no such restrictions on the handle.
