So the independent hour hand has no impact on the date? Since in what you showed the date moved ahead, how do you set it back to the original/correct date...you'd have to cycle through 30 days?

Yes, if the GMT hand and regular hour and minute hand is adjust, best way to adjust date is cycle through the date window.

I don't think he said anything wrong and a lot of people do not even know what is military time but they do know how to read it, like 17 would be 5 PM. This was a clear video on how to set the dual time. And for those who don't know those inner numbers, he explained what each numbers represent.

The inner numbers are the 24 hour markers for the gmt hand. What has the military have to do with it?

Because the military uses 1-24 hr format to tell time.
