I always recommend you setup DIFFERENT ad accounts for each different client/business/business page. Keep things separated. If you have a problem with one ad campaign and Facebook decides to flag and lock your ads account it could affect other clients/campaigns you have running. Keep thing separate. Protect yourself from issues like this.

You just create an account in Business Manager - From there you can create or ADD your clients accounts to your business manager account. As an agency owner, that's what I do. My clients still own all their own assets and are in full control of there accounts/pages etc. I've just been added as an agency/given permission to access their account.
