Just remember that a lot of folks are placed in nursing homes to "get rid off the old folks." Well there could be nothing wrong with that or the elderly concerned. They may still wish to engage in sexual activity with another party who is also within the confines of the Nursing Home. Provided they partake in their activity within the confines of their own room/s and do not make a nuisance of themselves, there should not be any problem.

While I was incarcerated in a nursing home females were not allowed in men's room it's hard to have sex in a nursing home my girlfriend said it has to be hard to be good
