Because he didn't need that much regen, I assume, and would have had to waste time to get the second water when the bounty was right there, next to creeps he could farm.

I just see SF's level 3 and go, oh I didn't need that health once he razes you 2-3 times. No no, this lane is for you, don't mind me... though the mid gets a mostly free game with all the vision while the sides get the other teams midlane roaming you more often than not... some games the mid doesn't move out of the lane then rage jungles once he gets jumped with no towers left.
