Absolutely just a buffer, he more than likely does the motion input then visually/auditorily confirms a hit or block, which decides whether he presses the button to make it a super.

I hate how overbuffed Ryz became. He can chip down half your drive meter from complete safety. Every combo he does with DRC is 50% without SA3.

Ryu's damage isn't buffed tho, except for his OD Hashogeki. He always hit like a Truck since the beginning.
