As an Akuma main myself, gonna be honest; I think these "nerfs" are merely a slap on the wrist for Akuma compared to what some other characters received.

I’m loving playing akuma. I used to play ryu in S1 and just came back to the game with akuma and having so much more fun. The health is the only bad thing about him, you really die if you mess up
