I havent played against a Dhalsim online yet, but. In World Tour, I fought the leader of the crows gang and he used Dhalsim's style and he was giving me that work with only a few moves. I knew sim would be nasty after that.

Been a fan of Dhalsim since SF2. Every time they came up with another game I had to see what they did with him. Tough to play. Requires patience and quick thinking to keep your opponent from getting set. Frustrate your opponent into slipping and capitalize on the counters. I mean what they did with his fire attacks is insane. Adding the teleport and float ability made it much better for movement. Prior to the teleports D had to keep people at range and not get backed into the corner. Slide kick underneath aerials. Now D can mix it up. Makes it somewhat believable a 106 pounder could smash a hulk like Gief.

That teleport makes dhalsim impossible to beat because he can close the gap fast and run back. Sim has too much tools in his arsenal

looks like a solid option to me. the DI absorbs two hits and grants a combo on counter hit. given that honda has to hard commit to that single-hit option, DI-ing a reckless headbutt makes sense

depends on the range iirc. from close range it punishes heavy head but but from far range you need to parry. but if he uses light or medium head but in close range he recovers faster and can punish your drive impact
