I mean think about it. If Shakur turned it down them Devin would of still kept the belt. Devin asked the wbc to let him move up and fight for Regis wbc belt. Think about it. The champion doesn't get stripped of his belt by not fighting an opponent. The only time a champion gets stripped is when he turns down a mandatory or negotiations fail with a mandatory. Shakur was a voluntary defense not mandatory therefore Devin turned the fight down hence why Shakur fought for the vacant belt and Devin moved up.
