The player coming to the table after a break with no balls pocketed has the option of a push-out, or a roll-out. Also a breaking player after pocketing a ball, with no shot on the lowest ball has the same option. The strategy is to give your opponent a hard shot or a shot that he can refuse if you think you can play it.

decleration is required in 10-ball for every shot, in tourneys like this if the pocket and the ball is obvious all parties agree and does allow "undeclared" shots, but theoretically every shot has to be declared, if sth is blury and you pot, ofc. you lost your turn.
