Note that applying the correct torque while rotating the wheel not only ensures correct load, but correct seating of the outer bearing races in the hub. This is also done on aircraft and of course terrestrial vehicle wheels. Torquing without rotating the wheel would be less accurate. Setting play as shown avoids unpleasantness like powdering the bearing on the highway and having uncommanded steering inputs! It's important enough that if you don't have the tool shown I suggest getting a nice chromed axle and using the stock axle for the tool. If you don't have a welder someone who does can weld the tool quicker than it takes to drag out their leads and turn on the machine. Easy and worth it even if you only have one Harley.

Just put new bearing in my 98 road king today. I set the endplay to .002 using this method, but when torqued up on the bike i get .008, and it seems like the bike wants to rear steer all the time, or tip from side to side. Been chasing this issue for weeks now. when I set the axle in the vise I did notice that the two smaller spacers would not go all the way to the shoulder of the axle (like the axle was machined a little larger on the shoulder end)

Hey Shane, great vid. My H-D 1985-90 FX/Softail factory service manual actually says to grease the bearings and install on the bike BEFORE checking end play. If you have that manual you can check it out. Page 2-8/9. End play spec range of .004-.018.

Later years the procedure is different. We always recommend using the manual and you shouldn’t go wrong. I have a video on manuals where the printed copies can actually be an old outdated version without an update. Manufacturers even used to send stick on pages to go over the misprints. Is there a depth specification for the rubber seal I have a cast aluminum wheel 1998 fat boy or is it not important EI do you just tap it in till it stops
