I think the problem is that the passengers "learned" if we wait until anybody got off we're not able to get on. That's why they let get off some. I might have a possible solution: like in Spain or on Munich's S-Bahn Stammstrecke used. At crowded stations: entry on the left, outry on the right. That might be a way how you can make the time to stay at the station less. I think that could be a possible solution to the problem. For example in Munich where the Oktoberfest is it's used everyday. Entry left outry right.
