India is not the most hygienic country by western standards, that's why travelers get sick a lot when they visit. But I doubt it would be any problem for locals, because they have immune system tuned to stuff like that, so it's not that big of a deal. Are there safer places to eat? Yeah, sure - but in many countries for streetfood it works like that. And even in those fancy dandy utopian dining places, like say IKEA restaurant, the reality is that you get served on barely washed plates/cups, so honestly, let's not get crazy about it. If that's important to you, just eat at home - safest option. Anyways, the dish looks simple but nice.

There are many 5 stars hotels and best restaurants go look the hyegine level there. So don't generalize hyegine standards in India. Also we as a people of society coexist with other persons similar way these street vendors coexist with theri target audience. It's simple if you want cheap and tasty go to street vendor. You would hardly see any vendors prepare and handle their food in the way those guys did in the video. Or at least they are never regarded as maintaining good hygiene even if there was. Plus, you don't have to go to a fancy expensive restaurant to have food prepared under good hygiene environment. It's the sense of hygiene of the people who make the food and the government regulations that determines the hygiene standard in a country.

No. It tastes like sweet, salty, tangy and spicy yogurt, because that is yogurt with a bunch of spices and sauce added to it. The texture is more like that of a thick milkshake. If you ever drank lassi, it's kind of like that in texture. The patty is spongy (from being soaked in water first and then in the yogurt), and it's made by deep frying a somewhat coarse batter of split black lentils.
