If an "artist" pulled that on me as they were doing my face I'd say "no you quoted me £40 and I haven't brought more money with me. So you chose to do that, if it costs more that should have been disclosed beforehand and I should have been given the option for a different makeup. Take it off if you have to, but I'm not paying £25 more for a cut crease." Sorry but it's not that hard to do a cut crease on the right eye have, and it doesn't work on my eyes so I would never ask for that... She also had no talent, it was orange, cakewy, not blended, the lip colour was awful. I wouldn't pay £25 for that nevermind £65! So cheeky. She'll be lying about the not having change. I don't believe that at all.

We're not just talking about inexperience, we're talking about deliberate, international price hiking! This is easily solved, they must have a price list in a visible place (at least that's how it is in my country). If they try to charge you more, just call the inspection and report that they tried to defraud you. If someone did that and the salon paid the fine, they would think about defrauding someone again.

All of it is dodgy: the pricing, the make-up which is patchy AF and incomplete, them not having change. I did notice some high quality brands, but the brushes were used kind of randomly, imo. Also, for that price, no blush??

I would assume there is some sort of consumer watchdog in the UK? They need to be reported. Im sure a business cant quote you a price then change it halfway through. I don't think it's fair to pay more for a specific look, unless there's special lashes or gems used or similar. A cut crease should be a common request, since you don't go there to get your usual that you could do at home. This also barely qualifies as a cut crease... You can generally ask for a higher base price, depending on how experienced the makeup artist is. Just like a small band charges 20 for a ticket for their show, and the big ones can charge 60. Or something specific like bridal makeup could cost more, because it's difficult, some people specialise in it and it has to look perfect that day. Lashes can cost a little bit extra or should be calculated into the price, but that's about it.

No. The price is what you tell the client at booking. If you charge something different for certain styles of makeup (which is stupid, in my opinion as somebody who’s been a freelance makeup artist for 10 years now), and that needs to be discussed at the time of booking and you need to ask for a picture of the look they’re trying to achieve. If she told you it was going to cost £40, then that’s what it should’ve been because that was the agreed-upon price of the time of booking.
