Well, its more complicated than tat. All the neighbors have had historical ties with India. For all of them, China is the external guy. Sometimes that is advantageous. No historical baggage, so no strings attached. If the Chinese do something wrong, it wont piss off these countries as much as it would if India would have done the same wrong thing.

Every neighbouring country of India has some sort of turbulence every few years, be it civil war, overturning of govt, military coup and what not! How will a country like India decide whom to negotiate with? How to do a long term planing for safety and peace? Untill and unless there is a stable govt. There are even lesser election frauds happening than in India. 30 years of civil war was donated by India when they armed terrorists, which would otherwise be a negotiation between the parties. Stealing fish with the sponsorship of Tamil Nadu government is happening everyday costing livelihoods of Sri Lankan Tamils and when the Indian fishermen are arrested Indian government intervenes to get them released, but no action to stop the theft. In fact INdian govt never wants to stop any theft as long as it brings revenues to India.. just like it's never stopping the scam centers in Mumbai stealing money off of elders in the West. ... Just like India , Sri Lanka had crafted its own policy of development. In 80's with the US to develop ports and oil exploration and India derailed the plan citing security concerns. Then SL started dealing with the Chinese and then also India derailed the plan with so much pressure. India never allows its neighbors to craft their own path to development. Instability? Your country is the goddamn unstable country with separatist movements, civil unrests in Manipur.. Kalistan and border disputes and what not... Sri Lanka? none! And not to mention two states of your country kill each other over water every year (TN and Karnataka) SL has none! Terrorist bombs go off once a few months and very recently in Bangalore cafe and then Kashmir.. Tamil Nadu is eying for an opportunity to separate from India at the first moment. We read that it greatly benefited the turmeric farmers in India as SL is a big buyer of turmeric from India and the farmers had a big impact when SL's purchases reduced. So... what kinda donation is that.. Well.. we don't expect free hand donations from another third world poor country I mean India is not Japan or the US and every single rupee matters and could be used to feed the large poor population. But that's the reality. So don't hand us 'divine' talks like fixing.. India has a tons to fix.. A lot more than any other country. The 2022 protests were confirmed by the police and the army to protect the people, not the politicians, and they used only minimal force on the protesters. But the police filed a case against all those who destroyed government property. Citizens of a democratic country have the right to protest. But they have no right to destroy government property. In the history of Sri Lanka, power is always exchanged only through elections. By defeating the terrorists in 2009, and in 2022 through power transfer after the agitation, Sri Lanka showed the world that it is not possible to transfer power in Sri Lanka through protests or weapons.

India itself is chaotic to begin with. The root cause is that the whole Indian Subcontinent was conquered by Brits and artificially created some nations afterward the White Masters left. The land needs to be returned back to the former kingdoms. Those kingdoms were formed organically and gradually through the millenniums based on culture and common background.
