Thorberg I don't think lore actual fully explains it but it is just a cycle every 1000yrs the shivering isles go through the greymarch and though the hero of kvatch supposedly ended the cycle i honestly doubt it is truly ended, kinda hard to really kill an immortal so i'm sure the (sheogorath/jyggalag) will pull himself back together and start again, in general things require stuff like chaos to be balanced with order so it is probably still just a cycle.
