Apparently not Because the great and free American sailors never wore them officially. On the other hand the enslaved peoples of Britain wore them after they had been culturally appropriated from the frogs. I found this information after searching for many seconds. Stripes were a practical choice for sailors because they made it easier to spot a fellow sailor who had fallen overboard. The stripes acted like early Hi Vis.
