Shibuya arc is the marineford arc of Jjk and pain invasion arc is similar. There's a point of time in the story where everything changes for all characters as well as the story going forward. Chainsaw man has these moments but it's scattered all over the arcs, each arc is equally important thus there is no debatably a marineford moment for CSM. Between what happened to Aki and Power, they both happened in different arcs that are each important on their own. But in terms of these two arcs, shibuya is better, it's like ant chimera, soul society invasion, and marineford.

Dude, the thing that puts International Assasins over Shibuya for me is just the sheer impact of one being: The Darkness Devil. This monstrosity isn't a devil. It's something entirely different, it is an entity. An entity built off of one of humanity's biggest fears since the beginning of time. The fear of the empty void that is darkness. It's introduction also heightens it. Being in Hell has fiends such as Power, who are confident and brave, in a panic, with one of Quanxi's girlfriends wanting to die. Then it appears. Astronauts. with half of their body away from them, are spread in a line praying. Then it makes its phyiscal appearance and slices everybody's arms, using them to taunt Makima by spelling her name, knowing that even her, the biggest active threat to devils and everybody, wether they know it or not, has no chance in defeating it. It proceeds to murder Beam, Violence, Spider Devil, Pingsti, Long, Kusakabe, Tamoaki, maims Power, makes Angel and Aki bleed severly from their eyes, nose, and mouth, and gives Santa Claus further power. Even when Makima shows up, its only as a last resort. Darkness was right in thier belief of their superiority, as they utterly humiliate Makima by contorting and mutilating their arm. Denji's attempts at fighting are pitiful and futile, resulting in him crumpling up and being a mess. Even after they escape, the effects of the Darkness Devil are felt in the Gun Devil arc. Power has severe PTSD, several of the characters we've grown to love like Beam and the Violence Fiend are gone, and Angel is unable to heal his arms. The Darkness Devil is such an impactful villain, because even with its low screen time, its impact, symbolism, and actions alone have cemented it as the most powerful and monstrous character in Chainsaw Man, and just by its impact alone I pick the IAA over the SIA.

It's really pale when you compare CSM to JJK dude. Darkness isn't ass featless as anyone think he is, he have statements and proved those statements by bodying everyone himself + Makima while only suffered some minor damage once by Makima's seemingly 2nd strongest physical attack behind shrine ritual.
