I believe a perfect system would be one in which 1 - voter presses a button on EVM 2 - VVPAT prints a slip which the voter can then hold in hand (the officials can see the slip being printed from the backside without revealing who the voter voted) 3 - The voter puts the slip in a separate ballot box (the officials again can see all this and have to ensure that the slip has been put in ballot box) 4 - vote count data is updated and periodically sent to a central database and made public 5 - Counting starts just after voting ends (like in usa) 6 - We first count each ballot box (aka 100% VVPAT), and then verify that EVM data is the same. If there is a miss match, count again, if still miss match declare re-election of whole state. Yes, if even on a single booth there is miss match, re election on whole state along with current ECI officials of that state suspended permanently. This rule will ensure ECI makes a system in which there is no possibility of miss match. This along with a parallel system which ensures that no voter is suppressed by voter list manipulation or using police to not let some people come out to vote would create a system every voter could trust.
