You're assuming Shigaraki can even use decay against All Might. All Might's punches change the weather. Even if Shigaraki uses decay on the ground he can just punch it and blow the decay away. Shigaraki would be relying on his regeneration to take the smashes to the face and if All Might overloaded his Nomu's absorption ability he can definitely overload the regeneration with a flurry of punches. There's characters who have cool looking powers and there's characters who will punch you soo hard they'll rip your face off. Look at Lemillion even with no quirk he still dominated Overhaul. The only hits that Overhaul landed on Lemillion were when he aimed at Eri and Lemillion tanked it.

75% shigaraki high diffs all might (comparable in strength and durability, but shigi has hacks) 98% shigAFO low diffs (98% shigAFO can do nearly anything prime AFO can do + regen + decay + control nomus) Current shigi no diffs (I mean cmon) Prime AM mid diffs 75% shigi (some serious smashes will break shigi down like deku did) Prime AM loses to 98% shigAFO (due to the fact that AFO is in control.) Current shigi free of control mid diffs Prime AM because current deku is struggling. Current deku with all quirks unlocked is stronger than prime AM but mainly due to hacks. (Shigi isn’t as experienced so it will be a tougher fight then when he was controlled.) With fajin deku should be able to go blow for blow with a (semi serious) prime all might. We haven’t seen deku change the weather multiple times (only the second my hero movie, but that was assisted)
