Its weird this kind of idea was never applied to a warship. A huge battleship sized ship that is able to haul crazy amount of VLS and even ICBMs. Just pop up to fire rest of the time stay barely underwater. Have the island pretty small, with stealth friendly shapes. Something carrier sized, but hauling all the missiles you could ever need. Antiship missiles would have a hard time detecting such a target, and even if they did hitting it would be even harder. Basically a cross breed between a super carrier sized, missile battleship and a sub.

that wouldn't work, a ship cannot carry more water as cargo then it moves down the lock system as it progresses trough the pannama canal. because volume of hull underwater = hull weight+cargo weight.
