I feel with a better/more organized approach, this movement could be done with less repetition of instructions. There could be someone stopping more people walking in from further down the sidewalk. Simple explanation of the horses are being switched out, please wait a moment. With so many different languages, step behind the bollards is meaningless. Someone needs to actually shoo people back & touch the bollards to indicate the barrier.
