If the balloon did not broadcast any messages, then it was not a spy balloon. Were the Chinese just hoping it would drift back to China, then retrieve the data it was supposed to be collecting ? If the balloon was unpowered, it could not have been a spy balloon. Were the Chinese just hoping that it would drift over sites of interest ? Thirdly, the Biden administration claimed that the ESM equipment on board was western ( might that be American ? ) so why would the Chinese be using Western ( American ? ) equipment ? Maybe the Biden administration couldn't find any Chinese ESM equipment in a petting zoo in time ( Is that why they took so long to shoot it down ? ) so they stuffed it full of the only stuff they could get their hands on ? Finally, why was the debris retrieved by the FBI ? Wouldn't the DIA, or NSA be more logical candidates to inspect military intelligence equipment ? Was it because the FBI is the most politically compromised agency in Biden's government ? The idea that there is a more politically pliable agency in the government is scary.

This is speculation but just looking at the size of the “box” under the ballon and the antenna’s, we know at least one of them had the capability to gather radio, and cell phone data transmit that information all at the same time.
